Modernization of Special Airworthiness Certification (MOSAIC) On Monday, November 17 at 7 PM, as part of the WACO Aviation Lecture Series, Jason Foley from the Cincinnati Flight Standards District Office (FSDO) will present on the Modernization of Special Airworthiness Certification (MOSAIC) which was effective October 23. Foley is an Airline Transport Pilot (ATP), Gold Seal Certificated Flight Instructor (CFI), has worked as an FAA Aviation Safety Inspector and currently is the FAA Safety Team Program Manager.
